06/19/2002 Entry: "ONGEREPT CULTUUR"
Ze heten broedplaatsen. Wie dat woord ooit verzonnen heeft weet ik niet maar ik draag het fenomeen een zeer warm hart toe.
Ik kan 30 mensen bedenken die het een Zooitje Ongeregeld, Teringbende of Stelletje Smerige Krakers noemen.
Neem nou het terrein van de voormalige Amsterdamse Droogdok Maatschappij (ADM). Een club mensen die nou niet onder bepaald riante omstandigheden een wereld hebben gemaakt die bestaat uit kunstenaars, klusjesmannen-en vrouwen, in de marge rommelende mensen die niemand kwaad doen, geen overlast veroorzaken en waar bovendien OOK nog eens mooie en interessante dingen worden gemaakt. Nee, alles ligt er niet keurig op een rijtje, nee, ze doen niet aan aangelegde tuintjes en ja, overal slingert materiaal, staan op te knappen auto's en is er (bijna) niks af.
So?

Iemand last van?
Ja, daar had iemand last van. Een Huisjesmelker-met-Hoofdletter-H, meneer Luske vond het nodig met grof geschut wat beweging in de zaak te forceren. Het ADM-terrein kwam gehavend uit de strijd en men timmert er rustig door. Mooi zo.
De Gemeente Amsterdam heeft middels de Stedelijke Woningdienst bedacht dat het beter is de broedplaatsen zelf aan te schaffen, zodat ze de boel kunnen controleren en er iets van terug kunnen verwachten. Men koopt oude panden op en verbouwt ze tot aanvaardbare woninkjes, winkeltjes en ateliers. Klinkt prachtig. Je kunt je "als groep" inschrijven op deze panden en de Woningdienst bepaalt welke groep "in aanmerking komt". Allemaal volgens bepaalde daartoe opgestelde regeltjes natuurlijk.
En DAAR gaat het mis bij mij want DAN gaan er haartjes op mijn onderarm overeind staan.
Controle, regelgeving, dure subsidiepotjes, selectie-procedures, competitie, opbrengst en rendement: dat zijn zo'n beetje de termen die, verstandelijk gezien, heel goed en logisch gebezigd worden. Maar o wat heb ik er een hekel aan.
Als zelfs broedplaatsen gereguleerd moeten worden en niet meer spontaan, met alle rotzooierigheid van dien, kunnen bestaan betekent dat voor mij Hollandse Betutteling Ten Top.
En ik word er ook een beetje treurig van. Want straks zijn de woeste plekken verdwenen, staan overal mooie appartementen en hebben we Gemeentelijke Broedplaatsen die door Joost Conijn zo treffend Legbatterijen worden genoemd.
En Joost hield nou net zo van scharrelkippen.
Amsterdam wordt dichtgebouwd. Logisch, want er moeten veel mensen op een kleine ruimte bivakkeren. Maar wat Amsterdam nou zo aantrekkelijk maakt zijn die stukjes wild, woest en onontgonnen terrein aan havens en op plekken waar je niet met tante Cato op zondag gaat wandelen. Zoals de eilanden waren voordat er een KNSM-laan bestond of het Prinseneiland voordat de tweeverdieners het hadden ontdekt. Waar je nog een beetje het gevoel hebt dat je op avontuur bent in je eigen stad. Waar niet alles vastligt en volgebouwd is. Waar je kunt ademen en je even het gelukkigste mens in de hoofdstad kunt voelen.
Ja, natuurlijk mopper ook ik op mijn krappe amsterdamse behuizing en ook ik zou best dat huisje-met-tuin willen hebben. Ik ben niet heilig en heb heel gewone aardse wensen.
Maar er is een grens aan wat ik er voor zou willen laten opofferen.
Over 5 jaar bestaat de kans dat ik in een best mooi nieuwbouw-dingetje in West zou kunnen wonen. Maar als daar de alleroudste Zaagmolen van Amsterdam voor plat heeft moeten gaan, zit ik niet echt lekker in mijn nieuw verworven tuintje. Dat zal wel stom klinken maar dat is wel zo.
Dus wat ik hoop, heel erg hoop, is dat de Gemeente Amsterdam niet OVERAL met z'n tengels aan gaat zitten. Dat ze accepteren dat sommige dingen niet te controleren zijn en dat ze er maar gewoon moeten ZIJN. En dat sommige zaken net iets belangrijker zijn dan woningnood. Want al heeft iedere amsterdammer misschien ooit een acceptabel huisje, luchtjes scheppen hoort er ook bij.
En dat doe ik liever niet in de tuin van mijn buurman.
